Report: Global Cannabis Sales to Hit $47 Billion in 2025
Global cannabis sales are expected to reach $47 billion by 2025, according to analysts at BDSA (formerly BDS Analytics) and Arcview Market Research.
The two cannabis research companies recently updated the findings of their 2019 “State of Legal Cannabis Markets” report (7th edition) that was issued last June.
According to BDSA and Arcview, the global cannabis industry generated an estimated $14.8 billion in 2019, up a record 46% from 2018. The firms had previously predicted that sales would reach $14.9 billion in 2019.
Meanwhile, U.S. cannabis sales grew 37%, to $12.4 billion, in 2019. That’s compared to 16% growth in 2018, when U.S. cannabis sales reached $9.1 billion.
In a press release, BDSA and Arcview said increased adult-use spending in California and Massachusetts, coupled with expanded medical sales in Florida and Oklahoma, were the primary drivers of growth last year.
Massachusetts retail cannabis sales exceeded $587 million in 2019, according to BDSA. Earlier this month, the firm said 2020 sales were projected to grow 27% and surpass $745 million, however those forecasts could be impacted by the forced closure of recreational dispensaries amid the coronavirus pandemic.
BDSA and Arcview predict that legal U.S. cannabis sales will approach $34 billion by 2025, as more states approve adult-use cannabis sales and as additional medical marijuana opportunities emerge.
"The cannabis industry may soon reach a watershed moment when U.S. states, faced with a looming global recession, consider cannabis legalization as a new and potentially lucrative source of tax revenues,” BDSA co-founder and CEO Roy Bingham said via a press release.
According to Bingham, the global cannabis industry is expected to grow average annual revenue by 21% through 2025.
The California, Massachusetts and Nevada cannabis markets are forecasted to grow at a 20.8% compound annual growth rate (CAGR) and account for roughly 41% of all legal U.S. sales in 2024, according to BDSA.
Total spending in California, the largest individual cannabis market in the world, is expected to hit $7.1 billion in 2024, representing nearly 23% of all U.S. cannabis sales.
Florida and Colorado are expected to be the second and third largest cannabis markets in the U.S. by 2024, accounting for a combined $4.6 billion in sales.
"By relaxing product restrictions and adopting more of a free-market approach to licensing, states like Florida are realizing the potential of medical cannabis sales," Bingham said via the release.
Meanwhile Illinois, which launched adult-use sales at the beginning of this year, is expected to eclipse $1.4 billion in sales by 2024.
BDSA today announced the launch of retail sales tracking in Illinois, noting that first quarter adult-use sales revenue totaled nearly $120 million.

Growth in the adult-use cannabis markets of Canada, California and Massachusetts were the largest contributors to global sales growth in 2019, supplemented by the expanding medical markets of Florida and Oklahoma.

U.S. sales grew 37% year-over-year to reach $12.3 billion in 2019, compared to 2018 U.S. sales of $9 billion. California reported solid 18% sales growth in 2019, compared to weak prior year sales comparisons that included the first months of California's adult-use sales that began January 2018.
In collaboration with Arcview Market Research, BDSA also announced its initial forecast for 2025 global cannabis sales of $47 billion, representing a compound annual growth rate (CAGR) of 21% from 2019. U.S. legal cannabis sales are projected to represent 72% of total global sales by 2025, down from 84% in 2019. BDSA projects that U.S. legal cannabis sales will approach $34 billion by 2025, increasing at an 18% CAGR.

Other key updates to the global cannabis forecast include:
- Sales in the California and Massachusetts markets anchored 2019 U.S. legal cannabis sales of $12.3 billion.
- Medical programs in U.S. states, including Maryland and Oklahoma, reported higher than expected sales in 2019 and boosted overall U.S. spending growth.
- Ontario, along with other populous Canadian provinces, licensed new retailers to open and addressed supply chain issues, creating a better product flow and significantly improved sales in 2019.
- Canada's "Cannabis 2.0" policy expanded product offerings beyond flower and oil in mid-December 2019. Though the impact on 2019 sales was limited, sales are projected to accelerate in 2020 as a result of the new product form factors.
- International legal medical cannabis spending – excluding the U.S. and Canada – soared 64% in 2019, from $446 million to $732 million, due mostly to expansion of programs in the German, Australian and Mexican markets.
