The Director of Risk & Compliance’s primary responsibility is to develop, implement and maintain programs that support compliance with all of Parq Vancouver’s regulatory requirements. This role provides senior leadership and acts as a subject matter expert to business units on all matters related to risk and compliance for Parq Vancouver.
This position will support and report directly to the VP of Regulatory Affairs & Stakeholder Relations.
DUTIES AND RESPONSIBILITIES
Oversee the Risk & Compliance team, program deliverables and any required reporting to key stakeholders such as the City of Vancouver, the Gaming Policy and Enforcement Branch (GPEB), the British Columbia Lottery Corporation (BCLC), the Liquor and Cannabis Regulation Branch (LCRB) and the Office of the Information and Privacy Commissioner for British Columbia (OIPC)
Lead the development, implementation and maintenance of Parq Vancouver’s Risk & Compliance program under the direction of the VP or Regulatory Affairs & Stakeholder Relations
Act as a subject matter expert on compliance requirements for Parq Vancouver and collaborate with departments and business units to resolve risk and compliance issues
May hold the position of Compliance Officer under the Operational Services Agreement with BCLC
Lead the Risk & Compliance team to ensure that all compliance requirements with respect to the casino are met, reviewed and appropriately reported
Maintain policies and procedures for the general operations of Parq Vancouver’s compliance program and its related activities to identify and address compliance risks, identify potential areas on non-compliance and the prevent illegal, unethical, or improper conduct
Support the development and/or revisions to Parq Vancouver’s policies and practices including those in other departments such as operations or administration
Lead, oversee and perform compliance assessments including identifying, monitoring and proposing suitable controls and mitigation strategies to ensure that Parq Vancouver is compliant with all legal requirements including municipal covenants, liquor and cannabis legislation, privacy legislation, the Gaming Control Act, the Proceeds of Crime (Money Laundering) and Terrorist Financing Act and all BCLC standards and requirements
Keep abreast of all new legislation and regulatory requirements, share awareness and gather feedback with and from the Parq Vancouver team, and recommend relevant updates to Parq Vancouver’s policies and procedures
Participate in the assessment of the impact of legal or regulatory changes to applicable processes and help plan and direct responses
Ensure all management personal and GPEB-registered staff are fully knowledgeable and trained on Anti-Money Laundering (AML) risks and requirements including Know Your Customer (KYC) requirements
Develop, coordinate and deliver training for staff on topics pertaining to risk and compliance
Lead and perform Privacy Impact Assessments and Security Threat Risk Assessments as necessary
Manage and maintain the Parq Vancouver risk registry to ensure that risks are identified and managed
Coordinate and respond to requests related to risk, insurance and litigation
All other job duties as assigned
QUALIFICATIONS AND EXPERIENCE
Relevant bachelor’s degree or equivalent knowledge and relevant senior-level work experience
Exception interpersonal and communication skills
Consistently display an impeccable level of personal integrity
Problem-solving, strategic planning and project management skills
Minimum of four years of experience in a senior regulatory or compliance-related role
Knowledge of legal and regulatory guidelines that impact the casino and hospitality industries
Ability to effectively manage and deliver multiple projects in a quality and timely manner, independently and under pressure
Highly developed analytical and create thinking skills are a must
Ability to resolve problems/conflicts in a diplomatic and tactful manner
Investigation and report writing skills
Comfortable with ambiguity and a changing environment
Ability to handle sensitive/confidential information appropriately
CERTIFICATES AND/OR LICENSES REQUIREMENTS
Ability to obtain a valid GPEB registration as a Senior Employee of Parq Vancouver
Ability to complete all BCLC required trainings
