Responsible for compliance with Procurement Management practices and procedures.
Supports Procurement Management activities for capital and construction projects.
Gather and compile data, including detailed equipment lists and specifications, essential to develop and issue requests for proposals (RFPs) in construction industry.
Develop preferred engineer, supplier, and contractor lists.
Coordinate bid processes for engineering, including identifying bidders and verifying minimum bid participants.
Perform proposal evaluations and prepare contract recommendations and present recommendation to project team and leadership.
Negotiate with suppliers for favorable terms, volume discounts and long-term contracts for the procurement of goods, services, and supplies.
Lead/Participate in contract negotiation of terms and conditions, coordinate technical scopes of work including interface with all project disciplines (e.g. project controls, legal, project management, construction, engineering, and finance/accounting).
Prepare contract documents and amendments, including terms and conditions, for any engineering, supplier, construction, or consulting contracts.
Ensures all contracts abide by company policy, internal legal reviews, local and federal regulations.
Issue properly authorized awards/contracts.
Performs supplier performance evaluation and monitoring.
Discusses defects and delivery problems with suppliers and negotiate refunds / remediation as needed.
Verifies both Parallel and Contractors are complicit with the terms of each contract.
Coordinates with operations, maintenance, warehouse, and engineering to ensure proper scheduling and movement of goods and supplies.
Issue requests for information (RFIs), if needed.
Participate in development of project risk assessment matrix and participate in risk reviews.
Ability to timely resolve Contractor or Supplier Claims.
Contributes to change management activities, including evaluation of procurement and contracting needs to support changes. Including coordinating with legal during the contract amendment process.
Manage purchase orders and contracts from cradle to grave, including closeout activities and collection of necessary documentation.
Serves as liaison between Contractors and Project Manager. Establish and maintain communications with Contractor representatives and Project staff through meetings, telephone and web conferences, and reports to provide for client satisfaction.

Valid Driver’s License or State-Issued Photo ID (Required)
Minimum of 10 years of experience with capital projects indirect procurement, including experience as a Category Manager
Accredited four (4) year degree or global equivalent in applicable field of study
Job position requires excellent analytical, verbal, and written communication skills
Strong business writing skills
Must be proficient in the use of MS office applications (Word, Excel, Access, PowerPoint)
Must be able to remain in a stationary position 75% of the time.
The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
Constantly operates a computer and other office productivity machinery
Frequently communicates with other employees/customers. Must be able to exchange accurate information in these situations.
